Workshop No. 1 - Kick-off and Drought Goals
Description: Western Municipal Water District’s (Western) Drought Task Force — In this first workshop, Western officially kicked off the Drought Task Force. Members had an opportunity to meet and forge connections with fellow Task Force members and build shared agreement on the drought goals for Western's Drought Contingency Plan (DCP). To set the foundation for this consensus building, the project team provided an overview of the project, the role of the Task Force, and the project timeline. Next, the team gave an overview of the DCP and how it integrates with the 2020 Urban Water Management Plan including key requirements and plan deadlines as well as a simple overview of the role of the Climate Change Vulnerability Assessment. Draft drought goals prepared in advance of the workshop were also be shared. Using a small group activity, the Task Force took a first step in building a set of shared goals or guiding principles. The group will continue the goal setting work in workshop No. 2.
Workshop No. 2 - Drought Goals (continued), Drought Response Actions and Climate Change Vulnerability Assessment
Description: In this highly interactive workshop, the Task Force continued its work to develop a set of regional drought goals. In addition, they helped inform a preliminary set of drought response actions for recommendation to Western’s Board of Directors. To get there, the project team provided a framework for drought response actions as well as key terms to use as a starting point. From here, the Task Force worked in small groups to inform the drought response actions while surfacing any barriers to the effective implementation of drought response actions. Following the activities, the project team provided an overview of the Climate Change Vulnerability Assessment results, and the preliminary population and demand projections through 2045 for the Western service area. The information collected in this workshop will inform the updated Water Shortage Contingency Plan for adoption with the 2020 UWMP.

Drought Task Force Workshop #3: Drought Monitoring Framework
Description: In this highly interactive workshop, the Task Force will help continue its work to develop a regional Drought Contingency Plan. They will review the outcomes of the two previous workshops that will serve as the foundation for developing the remaining elements of the DCP. In addition, they will help refine the Drought Monitoring Framework and Regional Response Stages and Actions. To get there, the project team will provide an overview of the purpose of the Drought Monitoring Framework, several examples from other regional DCPs, and a conceptual Drought Monitoring Framework for consideration as a starting point. From here, the Task Force will have a short group discussion about the conceptual framework to identify any missing elements then work in small groups to inform refinement of key aspects of the framework. Following the activities, the project team will provide an overview of the next steps and the focus of the next workshop. Then, USBR will provide an overview of current and future funding opportunities. The information collected in this workshop will inform the development of the Draft Drought Monitoring Technical Memorandum, which the Task Force will have an opportunity to review and comment on prior to incorporation into the DCP.
